Request For Qualifications For A Master Development Partner

The Jackson Community Redevelopment Agency (CRA) is requesting responses from qualified professional real estate developers for the revitalization of an area referred to as the Jackson Center City Revitalization Project – District 2. Generally, the Jackson Center City Revitalization Project – District 2 area is bounded on the north by North Parkway, on the south by the South Fork of the Forked Deer River, on the east by the corporate limits and on the west by North Royal Street. Specifically, the first phase of this project could include but not limited to the following project target areas: 1) the Chester Street Corridor including the city owned property along Highway 70 Bypass between Phillips and Cartmell, 2) the Hays Street Corridor including the Lane College area, 3) an area adjacent to and west of Shirlene Mercer Park along James Buchanan Drive, 4) Whitehall Street Corridor, 5) Lexington Avenue Corridor, and 6) North Royal Street Corridor. The CRA is primarily seeking developers with experience and a track record of success in developing affordable housing.

Any questions regarding this solicitation must be submitted to the above address or to the following email address: [email protected]. The proposal submission deadline is 4:00 p.m. CDT, May 24, 2023, by mail or hand delivery to the above address.

The CRA reserves the right to cancel this RFQ, or to reject, in whole or in part, any and all proposals received in response to this RFQ, upon its determination that such cancellation or rejection is in the best interest of the CRA. The CRA further reserves the right to waive technicalities in proposals received, if it is in the public interest to do so.
